Promoting Safe and Efficient Trade
AU-IAPSC supports Member States in facilitating safe trade in plants and plant products through science-based phytosanitary measures.
Its responsibilities include:
- Promoting inspection and certification systems.
- Supporting pest risk assessments for exports and imports.
- Enhancing compliance with international standards.
- Supporting traceability and monitoring mechanisms.
These actions protect domestic agriculture while enabling access to regional and international markets.
Electronic Phytosanitary Certification (e-Phyto)
The Council promotes the adoption of electronic phytosanitary certification systems to modernise trade procedures.
This includes:
- Supporting digital issuance and transmission of certificates.
- Facilitating secure data exchange among authorities.
- Promoting standardised certificate formats.
- Enhancing traceability and transparency.
- Building technical capacity for system implementation.
These initiatives improve efficiency, reduce fraud, and strengthen confidence in African agricultural exports.
Supporting Compliance with International Trade Frameworks
AU-IAPSC assists Member States in aligning their phytosanitary systems with the requirements of the World Trade Organization (WTO) and regional trade arrangements, including the African Continental Free Trade Area (AfCFTA).
This support enhances market access and promotes harmonised trade practices across Africa.
